PDF Desk aims at 1.9 MB, a little under the limit, because some portals count 1 KB as 1,000 bytes. If the result comes out below the minimum, use a milder setting.
If the file will not get small enough
This portal wants clear colour scans and rejects black and white, greyscale or blurry ones, so keep colour and use the mildest setting that fits. Scan at 150–200 DPI rather than 300+. Remove blank and duplicate pages with Delete pages. If the portal allows several files, cut the PDF with Split PDF and upload the parts.
